to work full time at the ESA General Secretariat’s office in Brussels, Belgium



Job description:

The Technical Manager “Plant Breeding and Variety Registration” will work closely with the ESA membership and, as part of the ESA Policy Team, under the guidance of the Secretary General to whom he/she will be reporting. The Manager shall represent ESA as the key interlocutor in all relevant plant breeding and variety registration (DUS protocols, VCU testing etc.) matters towards the responsible EU institutions (specifically the EU Commission), the CPVO Community Plant Variety Office and national plant variety offices, UPOV, etc.. The Manager will be the spokesperson of the EU seed sector and assure multiplication of European activities at international level as required. Together with the ESA Technical Manager “Seed Health and Trade”, the Technical Manager “Plant Breeding and Variety Registration” will form the technical team supporting and animating ESA’s Crop Sections and Section Working Groups, including the organisation, minuting and follow-up of their regular meetings. Further tasks may be assigned in line with the association’s needs and the individual expertise and experience of the Manager.
The position requires regular travel, mainly in Europe,


Specific tasks:
 
  • EU plant variety registration (seed marketing) and variety protection legislation, incl. regular contact with relevant EU Commission services
     
  • Input to CPVO Technical Protocols for variety examination, denominations, etc. ; contact with variety examination offices
     
  • Representing ESA at UPOV on all relevant technical issues (test guidelines, denominations, biochemical and molecular techniques etc.)
     
  • Relations with non-EU seed sector organisations in the area of plant breeding and variety registration, in particular ISF
     
  • Management and animation of ESA’s Crop Sections and Section Working Groups, in collaboration with ESA Technical Manager “Seed Health and Trade”, and support to discussions of other ESA bodies

     
Qualifications
 
  • Strong plant science background (University level education)
     
  • Plant breeding expertise and practical experience in a seed company and/or research institute
     
  • Understanding of variety development and registration and related (EU) regulatory requirements
     
  • Able to communicate efficiently and with authority to technical experts
     
  • Able to explain technical issues and science of plant breeding to laymen
     
  • Strong EN writing skills (ESA’s working language is EN); further languages an asset
     
  • Computer literate
